This page sets out the conditions under which researchers, students and external partners can use CIDD’s research infrastructure, and the principles by which we manage research data.
Policy on access to research infrastructure and related services
- Research infrastructure: Center for Democratic Innovation and Digitalization (CIDD)
- Host organisation: University of Oradea
- Contact: CIDD Director, Assoc. Prof. Dr. Marius-Ioan Tătar – cidd@uoradea.ro
What we offer
CIDD’s infrastructure provides access for scientific research, experimental development, service delivery, education and training, as well as access to research data on democratic innovation, digitalization and political and communication processes. We also provide access to virtual infrastructure and digital resources.
Who can use it
Researchers and academics, public sector professionals, non-governmental organisations, business representatives, and undergraduate, master’s and doctoral students.
Types and modes of access
CIDD offers physical access (directly to the research infrastructure), remote access (to digital resources and data) and virtual access (through online collaboration platforms and data management systems). Access may involve taking part in joint projects or using the center’s equipment and services for individual research.
- Excellence-driven access: for projects selected through academic evaluation;
- Market-driven access: for partners from the socio-economic sector;
- Wide access: for students and researchers involved in educational or training projects.
Conditions and procedure
Access is granted on the basis of a request approved by the CIDD Council. Applicants specify the type of access and resources required; the evaluation considers the relevance of the project and the resources available. The center provides technical and scientific support throughout the period of access. The extent of access is measured by the resources used (equipment time, access to data and digital platforms) and by the number of days or hours spent at the facility.
Costs
Access is free of charge for approved academic research and educational projects. Users from the private sector or other organisations may be charged access fees, set according to the resources used and the duration of access.
Education and training
CIDD organises training for students and researchers: specialised courses on democratic innovation and the digitalization of political processes, workshops and practical sessions on using the research infrastructure. User guides for the infrastructure will be published on this page.
Limitations
Access to certain data or resources may be restricted for sensitive or confidential data, in accordance with legal regulations and ethical agreements, and depending on resource availability. CIDD’s management may temporarily limit third-party access to collected data so that it can first be used in publications by the center’s members.
Quality assurance
We assess user satisfaction through feedback forms and monitor the outcomes of infrastructure access in order to continuously improve our services.
Research data management
CIDD manages research data in line with the FAIR principles – findable, accessible, interoperable and reusable – and with the General Data Protection Regulation (GDPR).
- Types of data: statistical data, survey and interview data, media data (video, audio, text) and data on the use of digital platforms, collected through surveys, interviews, experiments, digital sources and public databases.
- Quality and ethics: data are validated before archiving; personal or sensitive data are handled in line with the GDPR and anonymised before publication or sharing.
- Storage: in secure institutional digital archives and, where permitted, in public databases; sensitive data are stored encrypted and accessible only to authorised staff. Data are archived for at least 10 years, and relevant datasets may be assigned persistent identifiers (DOI).
- Sharing: anonymised statistical data and published research results are shared on an open-access basis; sensitive data are available only on request, subject to authorisation procedures.
- Licensing: we recommend open licences such as Creative Commons (CC BY-SA), while protecting the confidentiality of sensitive data. Data collected by CIDD are owned by the University of Oradea and the researchers involved; usage rights are set out in partnership agreements.
- Responsibility: the CIDD Director is responsible for overall data management, together with IT staff and the designated research team.
